WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) applauded $309,729,392 in federal funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide economic relief to 47 airports across the Commonwealth. 

“The COVID-19 crisis has affected every aspect of our economy and our airports are no exception. In fact, the necessary precautions we have taken to slow the spread of the virus have hit our airports especially hard,” said the Senators. “That’s why we’re glad to know that airports across Virginia will be able to count on some economic relief so that they can continue critical safety projects. These funds will also help make sure that once this crisis is over, airports can safely resume serving Virginians and individuals traveling in and out of the Commonwealth.”

The CARES Act, which was supported by Sens. Warner and Kaine, includes $10 billion in funds for the Federal Aviation Administration (FAA)’s Airport Improvement Program (AIP) to provide relief for eligible U.S. airports affected by the prevention, preparation, and response surrounding the COVID-19 pandemic.

CARES Act funding will allow airports to meet ongoing needs including retaining workers, managing operation and maintenance, and paying for cleaning supplies in the midst of severe financial challenges brought on by COVID-19. Sens. Warner and Kaine have long fought for increased investments to infrastructure, including for Virginia’s airports, and have pushed back against the Trump Administration’s suggested budget cuts to the U.S. Department of Transportation.

WASHINGTON – Today, U.S. Sen. Mark R. Warner (D-VA) expressed his support for a proposed Federal Communications Commission (FCC) rule that would clear regulatory barriers and support greater utilization of TV white space (TVWS) technology to bring affordable and reliable internet to millions of Americans, such as the estimated 770,000 Virginians who lack access to broadband. In a letter, Sen. Warner commended the FCC for itsNotice of Proposed Rulemaking (NPRM) and encouraged the Commission to swiftly adopt final rules as more Americans are forced to rely on the internet for telehealth and distance learning, among other things, in the wake of the novel coronavirus (COVID-19) pandemic.

“This digital divide impacts nearly every aspect of life for Virginians living without access to broadband, as broadband has become a precondition to meaningful participation in the digital economy. This contrast has become worryingly more stark in the last month, with an unprecedented number of Americans now heavily reliant on broadband access for telework, telehealth, and online education,” wrote Sen. Warner. “Even in normal times, this lack of broadband access prevents students from achieving their full potential, denies seniors and veterans access to telemedicine solutions that can improve care and reduce costs, prevents farmers from accessing innovative precision agriculture tools, and limits the economic potential of too many rural communities.” 

According to an analysis of usage data, as many as 3.3 million Virginians do not use the internet at broadband speeds.

“In order to swiftly eliminate the digital divide, we must support sound policy that maximizes the use of innovative technologies and promotes efficient spectrum use in rural areas,” he continued. “The Commission’s NPRM will permit higher transmit power and higher antennas for fixed white space devices throughout rural areas. It also permits higher power mobile operations within geofenced areas and rule revisions to allow for the development of new Internet of Things-based services.”

TVWS – the inactive white space channels between active television channels – were originally created to provide a buffer between channels to prevent broadcasting interference. However, with additional capacity created by the transition to digital television and in the wake of the broadcast television incentive auction, these channels can also be used by internet service providers to provide broadband internet access in areas with scarce internet connectivity, such as rural communities.

In the letter, Sen. Warner noted that TVWS has already proven to be an effective tool in the Commonwealth. The Senator pointed to a TVWS pilot program in Claudville, Va. that connected small businesses, homes, schools and even the local post office to broadband internet. He also highlighted efforts by the Southern Virginia Homework Network, which utilized a TVWS solution to bring free broadband internet access to students in parts of Charlotte and Halifax counties.

Eliminating the digital divide is the 21st century extension of the Federal Communications Commission’s original universal service mandate. The importance of this effort – and the extent of remaining work to be done – has only been magnified in the wake of the COVID-19 pandemic. A key component of this mission in recent years has been the embrace of non-traditional broadband access technologies to close the gap in rural areas. To that end, I commend the Commission for the adoption of a Notice of Proposed Rulemaking (NPRM) to clear regulatory barriers to greater deployment of TV white space (TVWS) technology.

According to the latest figures from the FCC, there are at least 770,000 Virginians who lack access to broadband.  In addition, as many as 3.3 million Virginians do not use the Internet at broadband speeds according to an analysis of usage data.  This digital divide impacts nearly every aspect of life for Virginians living without access to broadband, as broadband has become a precondition to meaningful participation in the digital economy. This contrast has become worryingly more stark in the last month, with an unprecedented number of Americans now heavily reliant on broadband access for telework, telehealth, and online education.

Even in normal times, this lack of broadband access prevents students from achieving their full potential, denies seniors and veterans access to telemedicine solutions that can improve care and reduce costs, prevents farmers from accessing innovative precision agriculture tools, and limits the economic potential of too many rural communities. Under the current circumstances, this lack of broadband access threatens to greatly – and potentially lastingly – exacerbate disparities in health, education, and economic equity. 

In order to swiftly eliminate the digital divide, we must support sound policy that maximizes the use of innovative technologies and promotes efficient spectrum use in rural areas. As providers deploy hybrid networks and leverage all relevant technologies to serve rural areas, it is important to update our policies to leverage the capabilities of rural solutions like TVWS technology. The Commission’s NPRM will permit higher transmit power and higher antennas for fixed white space devices throughout rural areas. It also permits higher power mobile operations within geofenced areas and rule revisions to allow for the development of new Internet of Things-based services. In short, updated rules will support greater utilization of TVWS technology and help to bring affordable, reliable broadband to millions of Americans stuck behind the digital divide. Progress on this front has never been more important.

The application of TVWS broadband access technologies to close the rural broadband gap is not remote or speculative; in the Commonwealth of Virginia, TVWS has already proven to be an effective and important tool for hybrid network deployments. Claudville, Virginia was home to a TVWS pilot program that connected small businesses, homes, schools and even the local post office to broadband Internet. The Southern Virginia Homework Network, an initiative established through a partnership of Microsoft, Mid-Atlantic Broadband Communities Corporation (MBC) and the SOVA Innovation Center, used Adaptrum’s TVWS solution to bring free broadband Internet access to students in parts of Charlotte and Halifax counties. These deployments leveraged the fiber infrastructure crisscrossing Southside and Southwest Virginia – investments I oversaw as Governor nearly two decades ago.   

By clearing regulatory barriers, the Commission can enhance the pace, scale, and cost-effectiveness of broadband deployments in unserved and underserved rural communities, including through the use of TVWS technology. An innovative, ‘all-the-above’ approach to eliminating broadband gaps has never been more vital.

I commend the Commission for the adoption of the NPRM and respectfully encourage the Commission to move swiftly to adopt final rules in coming months before the end of the year.

WASHINGTON – U.S. Sen. Mark R. Warner (D-VA) applauded announcements today by several major internet service providers that they adopt practices that will better accommodate the use of remote technologies that students, workers and public health officials will rely upon during the coronavirus (COVID-19) outbreak. On Thursday, Sen. Warner led 17 Senators in writing to the nation’s eight largest providers, calling on them to suspend data caps and overage fees that could present a barrier to telepresence services, and urging the companies to provide free or at-cost broadband options for students affected by the virus who otherwise lack broadband access for online learning during school closures caused by the outbreak. The letter also encouraged the companies to take proactive steps to provide under- and unserved households with broadband access, including through access to broadband hotspots.

“The coronavirus outbreak is already creating an unprecedented need for teleworking, telehealth and online education technology,” Sen. Warner said today. “I’m glad to see certain companies quickly responding to our letter and putting a pause on restrictive caps, fees and other policies that could interfere with online access during this critical time. I’m also pleased to see companies committing to expanding broadband access for students who may not have it so that their educations are not completely disrupted during school closures. I call on those internet providers that have not taken similar steps to do so immediately, in order to assist their fellow Americans during this time of great national strain.” 

Since receiving the Senator’s letter, AT&T, Charter, CenturyLink, Comcast, T-Mobile, Verizon, Sprint and Cox, among others, have each announced a variety of new policies to help ensure Americans have reliable access to online services during the outbreak of COVID-19, such as service upgrades, fee waivers, free access to Wi-Fi hotspots, more affordable plans, free support services, and more. AT&T, CenturyLink and Comcast announced they would temporarily suspend data caps, along with other service changes. In response to the letter, Charter (which emphasized that its plans do not have data caps) announced that it would provide 60 days of free broadband to households with K-12 or college students currently without service – and, drawing from the letter’s recommendations, pledged to work with school districts to make eligible households aware of the offer. T-Mobile announced that it would provide unlimited smartphone data to all current subscribers and increase the data allowance to schools and students using their digital learning programs. Cox announced that it would changes to its Connect2Compete plan for low-cost broadband, including increasing speeds and providing one month of free service to new customers. Sprint announced it would provide all its subscribers with unlimited data for 60 days, along with other billing and service changes to cushion the impact of COVID-19. Verizon (whose wireline operations do not include caps) announced it would increase capacity and accelerate network investments, among other billing and service changes.

WASHINGTON – U.S. Sen. Mark R. Warner (D-VA) led a bicameral letter to Transportation Secretary Elaine Chao in support of the National Park Service’s (NPS) grant application for $102 million in federal funds to reconstruct nearly eight miles of the northern section of the George Washington Memorial Parkway (GWMP).

The George Washington Parkway serves as a major commuting route for residents of Virginia, Maryland and Washington, D.C., facilitating the travel of more than 33 million vehicles per year. Since the north end of the Parkway’s completion in 1962, the roadway has been in need of repair due to large increases in traffic.

“The proposed project will address serious deterioration of the GWMP and implement needed safety improvements to protect motorists. If funded, the Park Service plans to repave nearly eight miles of road along the GWMP, repair stormwater management systems to prevent erosion at drainage outfalls; and rehabilitate two historic, scenic overlooks. The project also includes replacing guardrails, repairing walls, constructing new curbs, and building emergency turnarounds,” wrote the members of Congress.

In their letter, the members of Congress underscored the need for urgent safety improvements on the Parkway following a recent sinkhole that shutdown large portions of the roadway. 

“In 2019, several portions of the GWMP were closed to address emergency repairs relating to a culvert pipe failure and a large sinkhole that took nearly three months to complete. Both repairs resulted in significant disruption and displacement of motorists along a heavily traveled section of the GWMP. Improvements to the Parkway are needed to prevent similar disruptions from occurring and ensure the safety of our constituents who utilize this roadway on a regular basis,” they continued.

Sen. Warner was joined on the letter by Sen. Tim Kaine (D-VA) and U.S. Reps. Gerry Connolly (D-VA), Don Beyer (D-VA), Jennifer Wexton (D-VA) and U.S. Del. Eleanor Norton Holmes (D-DC).

Dear Secretary Chao,

We write today in support of the National Park Service’s application to the U.S. Department of Transportation’s Infrastructure for Rebuilding America (INFRA) grant program seeking funding to rehabilitate the northern section of the George Washington Memorial Parkway (GWMP). The GWMP North Section Rehabilitation Project aims to reconstruct a heavily used 7.6-mile section of the Parkway from Spout Run Parkway to Interstate 495.

The GWMP is a scenic and historic roadway that serves as a memorial to George Washington and connects Virginia, Maryland, and the District of Columbia. The Park Service first completed the northern section of the GWMP in 1962, utilizing the most up-to-date engineering methods of the time to maximize the lifespan of the roadway. However, in the nearly fifty years since completion, traffic on the Parkway has increased exponentially as the population of the region has burgeoned. Today, the GWMP facilitates the travel of more than thirty-three million vehicles per year, with the northernmost section experiencing the heaviest traffic.

The proposed project will address serious deterioration of the GWMP and implement needed safety improvements to protect motorists. This project will rehabilitate and improve a critical link in the National Capital Region’s transportation network while preserving the historical and cultural characteristics that make the Parkway one of the most scenic roadways in the country. These proposed improvements will improve the safety of visitors while extending the life of the GWMP. In addition, work on the north section of the Parkway will address a significant portion of the National Capital Region’s $1.9 billion dollar deferred maintenance backlog, which includes over $717 million for the GWMP alone.

Warner (D-VA) led 17 of his colleagues in sending a letter to the CEOs of eight major internet service providers (ISPs) calling on the companies to take steps to accommodate the unprecedented reliance we will likely see on telepresence services, including telework, online education, telehealth, and remote support services.

In the letter, sent to the CEOS of AT&T, CenturyLink, Charter Communications, Comcast, Cox Communications, Sprint, T-Mobile, and Verizon, the Senators call on companies to suspend restrictions and fees that could limit telepresence options. With disruptions likely to reveal the full extent of the nation’s broadband gaps, they also call on the companies to provide free or at-cost broadband options for students affected by the virus who otherwise lack broadband access for online learning during the outbreak.

In the letter, the Senators emphasize the unprecedented demand for telepresence services that will likely occur during the coronavirus outbreak. The letter also highlights data from the Joint Economic Committee that nearly 12 million children live in homes lacking a broadband connection. According to Education Week, over 1.3 million students have already been impacted thus far by the coronavirus outbreak. 

“No one should be penalized or suffer financial duress for following guidance from the CDC, their employer, local public health officials, or school leaders. Unfortunately, many Americans are subject to restrictive data caps for their home broadband service – caps that could be particularly onerous given the more intensive broadband usage of households practicing social distancing measures and the economic uncertainty for which too many people without paid sick leave are already bracing,” the Senators continued. “While it’s likely that your networks will experience significantly greater traffic as a consequence of social distancing measures, we encourage you to forebear from application of broadband caps and associated fees or throttling as workers and families cope with the effects of this health emergency.”

As organizations around the country formulate their responses to the recent outbreak and spread of the novel coronavirus, or COVID-19, we write to discuss the steps that your company is taking to accommodate the unprecedented reliance we will likely see on telepresence services, including telework, online education, telehealth, and remote support services. Specifically, we ask that you temporarily suspend broadband caps and associated fees or throttling for all communities affected by COVID-19 and work with public school districts, colleges, and universities to provide free, or at-cost, broadband options for students whose schools close due to COVID-19 who don’t have access at home.

The novel coronavirus has sickened more than 113,000 people around the world, and killed more than 4,000 people to date. While this situation is rapidly evolving, including in the United States and Europe, the U.S. Centers for Disease Control and Prevention has said the potential public health threat posed by COVID-19 is very high and the spread of the disease in other countries shines a light on the need for a whole-of-society response.

On March 3, 2020, the CDC issued an interim guidance recommending that specific community actions be taken to limit exposure to the virus,[1] on top of previously recommended community-based interventions in the event of a COVID-19 outbreak such as school dismissals, event cancellations, social distancing, and creating employee plans to work remotely.[2] While the spread of COVID-19 is likely to affect different individuals, families, and communities differently, it is increasingly likely that a significant number of Americans will need to practice social distancing in some way.

During this period, it’s likely that we’ll see historic numbers of American students and their teachers relying on data-intensive services such as video teleconferencing, remote learning courses, and virtual mental health services. According to UNESCO, a “record number of school children are not attending school or university because of temporary or indefinite closures mandated by governments.”[3] Selected schools have closed in at least 21 states and that number seems likely to rise as the number of new confirmed cases of COVID-19 increases. According to Education Week, over 1,300,000 students have been impacted thus far.[4] Millions of workers have already begun teleworking in an effort to mitigate the spread of COVID-19; as evidence of the unprecedented demand for telework that we can expect to continue, videoconferencing software company Zoom has already added more active users this year than it did in all of 2019.[5] To effectively contain the disruptive impact that social distancing measures will have on our economy and on American students, it will be essential that these students, teachers, and workers – including patients and providers using telehealth in place of in-person care – have access to affordable broadband.

These disruptions are also likely to acutely highlight the broadband gap that too many American households still face. According to some estimates, nearly one-third of American households lack meaningful broadband access, either because their homes are unserved or because they cannot afford broadband service.[6] Nearly 12 million children, for instance, live in homes lacking a broadband connection— a gap that highlights wider inequities facing rural Americans, American communities of color, and economically disadvantaged communities.[7] Without meaningful broadband access, students from these communities could be set back months in their learning – further exacerbating the socio-economic disparities these communities face. To that end, we encourage you to make efforts to work with local school districts, community colleges, and universities to provide under- and unserved households with free, or at-cost, broadband options, including through the provision of mobile hotspots.

We look forward to hearing swiftly from you about what steps you will take to help limit the economic and social disruption that COVID-19 is posing at this challenging time. Containing the health impact of COVID-19 will depend on observance of social distancing measures outlined by CDC and public health authorities. But containing the economic and social impact of COVID-19 requires a whole-of-society effort. At this time of great strain on our economic and education systems, we encourage you to do everything you can to cushion the impacts on American workers and students.

The bipartisan legislation provides permanent and full funding for the Land and Water Conservation Fund (LWCF) and addresses the nearly $12 billion maintenance backlog in our national parks and other land management agencies. 

For nearly three years, Sen. Warner has fought to provide relief to national parks in Virginia, where the increasing maintenance backlog currently sits at more than $1.1 billion dollars and surpasses that of every state except for California and the District of Columbia.

WASHINGTON – Today, U.S. Sen. Mark R. Warner (D-VA) urged the Trump Administration to work with the European Commission and other European aviation officials to address the negative economic and environmental impacts of a rule that is forcing airlines to fly nearly empty “ghost flights” in the wake of the novel coronavirus (COVID-19) outbreak.

“Amid the spread of the coronavirus, airlines around the world have seen passenger levels drop dramatically. This month, the International Air Transport Association said that global revenue losses for passenger business could be between $63 and $113 billion,” wrote Sen. Warner in a letter to Secretary of Transportation Elaine Chao and Secretary of State Mike Pompeo. “With demand dropping, there have been reports of air carriers flying “ghost flights” – in many cases with less than 40% of the aircraft occupied – in order to meet their slot requirements at European airports. In addition to the costs to airlines of running these flights, we should be concerned about the environmental impact of running undersold and empty flights for the sole purpose of maintaining global slots.”

“Some slot regulations have been relaxed around the world, in particular with regard to flights to and from mainland China. However, I urge European officials to make similar moves to provide flexibility around slot allocation rules,” he continued. “The response to this virus is truly a global concern, and we must recognize that certain norms need to be reviewed, as the world takes appropriate measures to slow the outbreak.”

The current “use-it-or-lose-it” rule requires that airlines fill 80 percent of the slots allocated to them at major European airports in order to keep the same slots in the next season. However, as demand for flights has fallen due to the coronavirus outbreak, airlines have been forced to fly nearly empty flights in order to keep their European airport slots.  

Around the world, the novel coronavirus has sickened more than 113,000 people and killed more than 4,000 people to date. In the Commonwealth of Virginia alone, there have been eight identified cases of the virus.

In his letter, Sen. Warner noted that the regulation governing the “use-it-or-lose-it” rule allows for non-use of the slots in “unforeseeable and irresistible cases outside the air carrier's control.” He also highlighted that this exemption has been previously used, following the September 11, 2001 terrorist attacks, and amid the SARS outbreak in 2003.

As the United States and governments around the world react to the outbreak and spread of the novel coronavirus, or COVID-19, I write to urge you to work with the European Commission and other European aviation officials to address the potential negative impacts of the so-called “use-it-or-lose-it” rule at European airports as a result of COVID-19. 

The novel coronavirus has sickened more than 113,000 people around the world, and killed more than 4,000 people to date.  While this situation is rapidly evolving around the world, including in the United States and Europe, the U.S. Centers for Disease Control and Prevention has said the potential public health threat posed by COVID-19 is very high and the spread of the disease in other countries shines a light on the need for a whole-of-society response.

Some slot regulations have been relaxed around the world, in particular with regard to flights to and from mainland China.  However, I urge European officials to make similar moves to provide flexibility around slot allocation rules.  The regulation governing the rule allows for non-use of the slots for “unforeseeable and irresistible cases outside the air carrier's control.”  The Commission has invoked this exemption before, in 2002 following the terrorist attacks on September 11, 2001, in 2003 amid the SARS outbreak, and in other cases of global financial stress on airlines.

The response to this virus is truly a global concern, and we must recognize that certain norms need to be reviewed, as the world takes appropriate measures to slow the outbreak.  I encourage you to work with stakeholders to ensure the stability of passenger-travel industries.  I ask that you keep me apprised of your efforts in this matter – I stand ready to help in any way I can.

WASHINGTON — U.S. Sens. John Thune (R-S.D.), chairman of the Subcommittee on Communications, Technology, Innovation, and the Internet, Debbie Stabenow (D-Mich.), Deb Fischer (R-Neb.), and Mark Warner (D-Va.) today introduced the Network Security Trade Act (S. 3394), legislation to ensure U.S. communications infrastructure security is a clear negotiating objective of our country’s trade policy.

“There is a lot of promise with new and advanced technologies like 5G, but the United States can only deliver on those promises if we maintain the security of communications networks, both at home and abroad,” said Thune. “This legislation would ensure the security of equipment and technology that create the global communications infrastructure are front and center in our trade negotiations, because you can’t have free trade if the global digital infrastructure is compromised.”

“The U.S. must be a leader and work with our allies and trading partners to ensure we are addressing security vulnerabilities in the global communications supply chain,” said Stabenow. “Our bipartisan bill moves us one step closer to that goal.”

“As America prepares to transition to 5G, network security is more important than ever,” said Fischer. “It’s deeply troubling that many other countries plan on deploying 5G using untrustworthy Chinese equipment that could give Beijing leverage over communications networks. Our bipartisan legislation would ensure that communications network security remains a top priority in all of our trade negotiations for the sake of our national security.”

“This bill sends an important message to our allies and trading partners that our concerns with Huawei are not fleeting or superficial,” said Warner. “While we’ve seen multiple Administrations exhort foreign partners not to use Huawei, we’ve continually failed to see a long-term, sustained, multi-lateral strategy to safeguard the global telecommunications market and foster innovative, competitively priced alternatives. Our digital trade agenda must emphasize the need for secure communications networks, built on fair competition, and this legislation helps accomplish that.”

The Network Security Trade Act would amend the 2015 Trade Promotion Authority, which is in effect until July 1, 2021, to include a negotiating objective related to the security of communications networks. While the bill does not name specific state-owned companies, it would direct the executive branch to ensure that the equipment and technology that are used to create the global communications infrastructure are not compromised. It would achieve that goal by addressing barriers to the security of communications networks and supply chains and unfair trade practices of state-owned or state-controlled communications equipment suppliers in new trade agreements. Confronting these issues, which this legislation requires, is critical as the United States begins formal trade talks with the United Kingdom and other allies.

“As our telecommunications technology advances, we must have plans in place to keep it secure from foreign interference,” said Sen. Cornyn. “I’m grateful to my colleagues for recognizing the risks that come along with the rewards of 5G technology, and I urge the House to pass this legislation as soon as possible.”

  • Requires the President to create an inter-agency strategy to secure 5th generation and future generation technology and infrastructure in the United States and with our strategic allies.
  • Designates NTIA to coordinate implementation of the plan in coordination with: the Chairman of the FCC, the Secretary of Homeland Security, the Director of National Intelligence, the Attorney General, Secretary of State and the Secretary of Defense.
  • Ensures that the strategy and implementation plan do not include a recommendation to nationalize 5th generation deployment or future generations of mobile telecommunications infrastructure in the United States.

Yesterday, the President announced that he would back the bipartisan legislation, as well as full and permanent funding for the Land and Water Conservation Fund (LWCF). For nearly three years, Sen. Warner has led the effort to provide relief to national parks in Virginia, where the increasing maintenance backlog currently sits at more than $1.1 billion dollars and surpasses that of every state except for California and the District of Columbia.

“We’ve been working on the parks legislation for the last four-plus years, and as Rob mentioned, it has broad bipartisan support,” said Sen. Warner. “We’ve got a nearly $12 billion backlog. In my state, Virginia, it is more than $1 billion dollars of that backlog. And we’re not only talking about trails and bridges. Anybody who lives in the national capital region – you commute on G.W. Parkway, you can see the deteriorated state of that road. That is one of those assets that we have deferred maintenance on.”

He continued, “Deferred maintenance is simply a bill put off. We’re going to provide in this legislation $6.5 billion dollars – so about 50 percent of those needs we’ve met. Once this bill gets implemented and put into law, it will put 100,000 Americans to work on this restoration – 10,000 in Virginia.”

The Restore Our Parks Act, which has been praised by key stakeholders, would reduce the maintenance backlog by establishing the “National Park Service Legacy Restoration Fund” and allocating existing revenues the government receives from on and offshore energy development. This funding would come from 50 percent of all revenues that are not otherwise allocated and deposited into the General Treasury, not to exceed $1.3 billion each year for the next five years.

In November, the Restore Our Parks Act was overwhelmingly approved by the Senate Energy and Natural Resources Committee and sent to the Senate floor, where it awaits approval.

WASHINGTON – The United States Senate unanimously passed a resolution sponsored by U.S. Sens. Mark R. Warner (D-VA) and Tim Kaine (D-VA) along with U.S. Sens. Joe Manchin (D-WV) and Shelley Moore Capito (R-WV) to honor Katherine Coleman Goble Johnson, a NASA pioneer who passed away Monday at the age of 101.

“Katherine Johnson was essential to NASA’s success in the Space Race. But as an African-American woman working at Langley Research Center in the era of Jim Crow, she went unrecognized for decades. Thankfully this trailblazer lived to see the recognition she deserved – including a blockbuster movie, a Congressional Gold Medal, and a building named in her honor on the campus where she was once forced to use separate facilities because of the color of her skin,” said Sen. Warner. “Katherine Johnson’s life is evidence that we as a nation must continue to strive towards equality of opportunity for all our citizens. While she is no longer with us, Katherine Johnson will continue to inspire generations of Americans, especially young women thinking of careers in math and science.”  

“Katherine Johnson’s pioneering contributions to orbital mechanics helped our nation reach the stars. As one of the first African American women to work as a NASA scientist, she paved the way for generations to come. This resolution is a small reminder of her amazing contributions,” Sen. Kaine said.

“A White Sulphur Springs, West Virginia native, Katherine Johnson not only completed groundbreaking work at NASA during the space race, but also broke the barriers of race and gender during a critical time in our nation. Katherine graduated summa cum laude from West Virginia State College in 1937 with degrees in mathematics and French and became the first African-American woman to attend graduate school at West Virginia University. She began her work as a mathematician for NASA, eventually running the equations that sent the first American astronaut to orbit Earth. Because of the accomplishments of intellectual leaders like Katherine Johnson, more young women have, and will, blaze their own trails in science, technology, engineering, and math fields, and will continue to make our state and entire nation proud. We cannot thank Katherine enough for her contributions to our state and our nation and she will be missed greatly by us all,” said Sen. Manchin.

“Katherine Johnson proved to us that no obstacle is too high if you work hard and believe in your goals,” said Sen. Capito. “As a West Virginian, Katherine used her toughness and grit to surpass societal barriers and turn her dreams into a reality. On November 8, 2019, the President signed into law bipartisan legislation to award Katherine Johnson with the Congressional Gold Medal, along with her fellow “Hidden Figures” Dorothy Vaughan, Mary Jackson, and Dr. Christine Darden. The Congressional Gold Medal is the highest civilian award in the U.S., awarded to those who have performed an achievement that has had an impact on American history and culture that is likely to be recognized in the recipient’s field for years to come.

WASHINGTON – Today, U.S. Sen. Mark R. Warner (D-VA), Vice Chairman of the Senate Select Committee on Intelligence and former telecommunications executive and entrepreneur, applauded Senate passage of bipartisan legislation modeled on legislation he first he introduced to protect American communications networks from threats presented by foreign suppliers like Huawei and ZTE. The legislation would offer relief to reimburse smaller telecommunications providers – largely in rural areas – by reimbursing them for the costs of removing and replacing untrusted foreign equipment.

“As our nation becomes more and more reliant on next-generation telecommunication networks, we need to be doing all that we can to make sure that our networks are secure,” said Sen. Warner. “That includes making sure that we are not allowing our foreign adversaries to infiltrate these networks, and that as a nation, we are not dependent on infrastructure supplied by foreign vendors. This important piece of legislation will help ensure the security of our networks all across the country by making it possible for providers in small and rural communities to rip and replace equipment that might pose a national security risk. I’m very encouraged by this bill’s passage and I look forward to seeing it get signed into law as quickly as possible.”

The Secure and Trusted Communications Networks Act of 2019, which now heads to the President’s desk after securing the approval of the House and Senate, closely resembles the United States 5G Leadership Act of 2019, S. 1625, introduced by Sens. Warner and Roger Wicker (R-MS), along with Sens. Tom Cotton (R-AR), Ed Markey (D-MA), and Dan Sullivan (R-AK).

Specifically, the Secure and Trusted Communications Networks Act of 2019 would:

  • Prohibit the Federal Communications Commission (FCC) from subsidizing the acquisition or maintenance of telecommunications equipment or services from untrusted suppliers.
  • Create a program to reimburse telecommunications providers with fewer than two million customers. These providers will remove equipment that poses a national security risk from their networks to replace it with equipment from trusted suppliers.
  • Establish an information sharing program for telecommunications providers, particularly small and rural operators, to obtain information regarding potential security risks and vulnerabilities to their networks.

Sen. Warner has been a leading voice in Congress about the national security risks posed by Chinese-controlled telecommunication companies. Earlier this year, he and a bipartisan group of leading national security Senators introduced legislation to encourage and support U.S. innovation in the race for 5G, providing over $1 billion to invest in Western-based alternatives to Chinese equipment providers Huawei and ZTE. He is also the lead sponsor of the Secure 5G and Beyond Act – a bill to safeguard next-gen mobile telecommunications systems and infrastructure – and has previously introduced a bill with Sen. Marco Rubio (R-FL) to combat tech-specific threats to national security posed by foreign actors like China.

WASHINGTON – Today, in a hearing on the reauthorization of funding for our nation’s surface transportation, U.S. Senator Mark R. Warner (D-VA) stressed the importance of continuing the federal government’s investment in the safety and viability of the Washington Metropolitan Area Transit Authority (WMATA). In the hearing, Sen. Warner noted WMATA’s role in helping ensure adequate federal government functions. He also highlighted the need for WMATA during national events, as well as the essential role it plays in promoting tourism of our nation’s capital.

“The federal government literally runs on Metro,” said Sen. Warner. “Close to 40 percent of Metro’s riders during rush hour are federal employees and that is critically important to the functioning of our government. WMATA also serves a critically important role in terms of the continuation of government in the event of a disaster. If we ever have to deal with an evacuation similar to what we dealt with post-9/11, the burden falls on Metro.”

He continued, “The local jurisdictions have stepped up, and as I’ve mentioned, the federal government couldn’t function without Metro. The federal government has got to do its share.”

Sen. Warner has introduced the Metro Safety, Accountability and Investment Act, which would renew the federal funding commitment to Metro, provide critical safety reforms, and strengthen oversight of WMATA for an additional ten years, at an annual level of $150 million, matched by funding from Virginia, Maryland and the District of Columbia. The bill also includes an additional $50 million per year in federal funds that is tied to safety, oversight, and governance improvements and requires WMATA to enact certain reforms in order to receive the extra $50 million.

Warner (D-VA) spoke about the importance of increased federal funding for Interstate 81 (I-81). During the hearing, Sen. Warner highlighted the importance of I-81 to Virginia and to the nation’s economy, as well as the challenges posed by traffic and safety issues on I-81.

“One of the areas in Virginia where we have tremendous transportation challenges is the I-81 corridor…with the amount of traffic, and particularly commerce that flows for the whole East Coast on I-81, and the level of bottlenecks and safety concerns,” said Sen. Warner.

Sen. Warner also questioned the U.S. Chamber of Commerce’s Vice President for Transportation and Infrastructure, who expressed support for additional federal funding for I-81.

Sen. Warner has been vocal about I-81’s crucial role in commerce along the East Coast, and has long pushed for federal dollars to tackle necessary repairs along the highway, which runs from Tennessee, along the entirety of Virginia’s western border, and north to New York. More than one-third of all trucks that drive through Virginia and approximately half of the Commonwealth’s value of goods are transported along I-81. In the last decade, I-81 has experienced significant traffic growth, with travel expected to continue increasing along the interstate. Increased I-81 traffic causes severe travel delays and puts travelers at risk, including the drivers involved in the more than 2,000 crashes that happen annually along the route. Last year, in letters to the Senate Committee on Environment and Public Works (EPW) and the U.S. Department of Transportation (DOT), Sen. Warner requested additional funding for vital improvements to Interstate 81 in order to enhance safety and reduce traffic congestion.

WASHINGTON – U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) today announced $4,850,000 in federal funding from the United States Department of Transportation (DOT) to extend a runway at the Virginia Highlands Airport in Washington County, Va.

“We are glad to announce that these federal dollars will go towards extending Runway 06/24 at Virginia Highlands Airport, making it easier for folks to travel in and out of Southwest Virginia,” said the Senators. “We will continue to work to secure grant opportunities that help strengthen the infrastructure of Virginia’s airports, including those awarded by the Airport Improvement Program, which the President has proposed eliminating in his recent budget.”  

 The funding was awarded through the Federal Aviation Administration (FAA) Airport Improvement Program, which supports infrastructure improvement projects at airports across the nation, including the construction and rehabilitation of runways, taxiways, and aprons. Sens. Warner and Kaine have long fought for increased investments to infrastructure, including for Virginia’s airports, and have pushed back against the Trump Administration’s suggested budget cuts to DOT to ensure that critical upgrades like these can happen. Additionally, last year, Sen. Warner introduced a bill to strengthen the nation’s infrastructure, create jobs, and generate economic stimulus.

WASHINGTON – U.S. Sen. Mark R. Warner (D-VA), Vice Chairman of the Senate Select Committee on Intelligence and co-chair of the Senate Cybersecurity Caucus, issued the following statement after federal prosecutors today charged four Chinese intelligence officers with hacking Equifax in one of the largest data breaches in history:

“I’m glad the DOJ has moved to formally indict the Chinese intelligence officers associated with the hack of Equifax. For years, the Chinese government has targeted western commercial firms. It is disappointing that despite a lot of rhetoric President Trump’s recent agreement with China does nothing to address this specific issue.

“That said, the indictment does not detract from the myriad of vulnerabilities and process deficiencies that we saw in Equifax’s systems and response to the hack. A company in the business of collecting and retaining massive amounts of Americans’ sensitive personal information must act with the utmost care – and face any consequences that arise from that failure. The legislation I have with Senator Warren would subject data brokers to a higher standard of care and is an important first step in data protection.”

Sen. Warner has been outspoken about the importance of protecting consumers from data theft by employing adequate cybersecurity practices. He has previously introduced legislation to hold large credit reporting agencies – including Equifax – accountable for data breaches involving sensitive consumer data.

WASHINGTON – U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA), along with U.S. Reps. Bobby Scott (D-VA) and Elaine Luria (D-VA), sent a letter to the Office of Management and Budget (OMB) and the U.S. Army Corps of Engineers requesting $5.4 million in the Army Corps FY 2020 Work Plan for the Norfolk Coastal Storm Risk Management Project. The funding will be used to complete the Preliminary Engineering and Design (PED) phase of the project. The first phase of the project was authorized in the 2018 Water Resources Development Act (WRDA), which was supported by Sens. Warner and Kaine to develop mitigation solutions to reduce water surge risk in Norfolk. The project is eligible to be authorized for general construction in the 2020 WRDA.

“The City of Norfolk, Virginia is a highly urbanized area with most of the City falling below an elevation of 15 feet. The low elevation places Norfolk at risk from flooding due to high tides, nor’easters, and hurricanes. In August 2011, Hurricane Irene caused debilitating floods in the region resulting in millions of dollars in damages and the displacement of thousands of families. The Norfolk Coastal Storm Risk Management Project will establish a series of structural and non-structural barriers to reduce the risk of water surges in structures including:

  • The Hague / Downtown Storm Surge Barrier: This structural feature would be a 600 linear foot storm surge barrier with a pump and power station. The surge barrier would tie into 27,236 linear feet of constructed floodwall and 2,582 linear feet of earthen levee. Three pump stations also would be constructed and operated for interior drainage.
  • Pretty Lake Storm Surge Barrier: This structural feature would be a 114 linear foot storm surge barrier with a pump and power station. The feature would tie into 5,642 linear feet of floodwall.
  • Lafayette River Storm Surge Barrier: This structural feature would be a 6,634 linear foot storm surge barrier with a power station. The feature would tie into 1,535 linear feet of constructed earthen levee. Three tide gates would be constructed and operated.
  • Broad Creek Storm Surge Barrier: This feature would be a 1,291 linear foot storm surge barrier with four operational tide gates and a power station. The surge barrier would tie into approximately 8,787 linear feet of flood wall. One pump station also would be constructed and operated for interior drainage.
  • Natural and Nature-Based Features (NNBF): These Coastal Storm Risk Management (CSRM) features would include approximately 0.3 acres of oyster reef and approximately 8.9 acres of living shoreline to increase resiliency.

In their letter, the members of Congress also emphasized that every additional year it takes to complete Norfolk’s flood risk management project only hurts the city’s ability to better prepare for extreme weather.

Specifically, we request $5.4 million in the Work Plan to complete the Preliminary Engineering and Design (PED) phase of the project.

This flooding, because of the concentration of globally valuable military and economic assets located in Norfolk, poses great risk to key national assets. 

The City hosts Naval Station Norfolk, the largest naval base in the world with a capital replacement value of over $4 billion. Norfolk is home to the United States Fleet Forces Command, including the former U.S. Atlantic Fleet and the North Atlantic Treaty Organization (NATO) Allied Command Transformation, the only NATO command headquartered in North America. The City also hosts Norfolk International Terminals, which is the largest terminal of the Virginia Port Authority—the third busiest port on the eastern seaboard.  

Sea level rise combined with land subsidence exacerbates storm flooding. The frequency, extent, and duration of flooding has increased in recent years in the region and is projected to rise in the future. Norfolk is one of the cities with the highest rate of relative sea level rise (combined sea level and subsidence) among Atlantic coastal communities, as documented in the “Evidence of Sea Level Acceleration at U.S. and Canadian Tide Stations, Atlantic Coast, North America,” and the U.S. Geological Survey Report, “National Assessment of Coastal Vulnerability to Sea Level Rise.” Recent storms that flooded major portions of Norfolk were Hurricane Isabel in 2003, the November 2009 nor’easter, Tropical Storm Irene in 2011, and Hurricane Sandy in 2012. For these reasons, the Army Corps identified Norfolk as one of the nine areas of high risk by the North Atlantic Coast Comprehensive Study (NACCS).

The purposes of the City of Norfolk, Virginia Coastal Storm Risk Management project are to provide structural and/or non-structural solution sets for mitigating the impacts of flooding, and to assist the City of Norfolk in making prudent decisions regarding their water resource needs. 

Extreme weather events will always be a concern in this region. Each additional year it takes to complete Norfolk’s flood risk management project is another opportunity for the next hurricane to devastate this low-lying coastal area. By mitigating future risks, the government can save money on cleanup costs, while providing area families and communities an assurance of safety in the event of catastrophic weather.

The City of Norfolk’s flood risk management project is a major priority for the Commonwealth of Virginia, and we encourage you to consider this request for inclusion in the FY 2020 Work Plan.

WASHINGTON – Today, a bipartisan group of leading national security Senators introduced legislation to encourage and support U.S. innovation in the race for 5G, providing over $1 billion to invest in Western-based alternatives to Chinese equipment providers Huawei and ZTE.  

Heavily subsidized by the Chinese government, Huawei is poised to become the leading commercial provider of 5G, with far-reaching effects for U.S. economic and national security. With close ties to the Communist Party of China, Chinese state-directed technology companies present unacceptable risks to our national security and to the integrity of information networks globally. However, U.S. efforts to convince foreign partners to ban Huawei from their networks have stalled amid concerns about a lack of viable, affordable alternatives.

Today’s bipartisan legislation, the Utilizing Strategic Allied (USA) Telecommunications Act, would reassert U.S. and Western leadership by encouraging competition with Huawei that capitalizes on U.S. software advantages, accelerating development of an open-architecture model (known as O-RAN) that would allow for alternative vendors to enter the market for specific network components, rather than having to compete with Huawei end-to-end.

“Every month that the U.S. does nothing, Huawei stands poised to become the cheapest, fastest, most ubiquitous global provider of 5G, while U.S. and Western companies and workers lose out on market share and jobs. Widespread adoption of 5G technology has the potential to unleash sweeping effects for the future of internet-connected devices, individual data security, and national security. It is imperative that Congress address the complex security and competitiveness challenges that Chinese-directed telecommunication companies pose,” said Sen. Mark R. Warner (D-VA), who co-founded the wireless company Nextel before entering public service and currently serves as Vice Chairman of the Senate Select Committee on Intelligence. “We need to move beyond observing the problem to providing alternatives for U.S. and foreign network operators.”

“5G technology presents a host of opportunities to transform American telecommunications,” Sen. The Utilizing Strategic Allied (USA) Telecommunications Act would:

  • Require the Federal Communications Commission (FCC) to direct at least $750 million, or up to 5 percent of annual auction proceeds, from new auctioned spectrum licenses to create an O-RAN R&D Fund to spur movement towards open-architecture, software-based wireless technologies, funding innovative, ‘leap-ahead’ technologies in the U.S. mobile broadband market. The fund would be managed by the National Telecommunications and Information Administration (NTIA), with input from the FCC, Defense Advanced Research Project Agency (DARPA), and National Institute of Standards and Technology (NIST), among others;
  • Create a $500 million Multilateral Telecommunications Security Fund, working with our foreign partners, available for 10 years to accelerate the adoption of trusted and secure equipment globally and to encourage multilateral participation, and require reports for Congress on use of proceeds and progress against goals to ensure ample oversight;
  • Create a transition plan for the purchase of new equipment by carriers that will be forward-compatible with forthcoming O-RAN equipment so small and rural carriers are not left behind;
  • Increase U.S. leadership in International Standards Setting Bodies (ISSBs) by encouraging greater U.S. participation in global and regional telecommunications standards forums and requiring the FCC write a report to Congress with specific recommendations;
  • Expand market opportunities for suppliers and promote economies of scale for equipment and devices by encouraging the FCC to harmonize new commercial spectrum allocations with partners where possible, thus promoting greater alignment with allies and driving down the cost of Huawei alternatives.

WASHINGTON – U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) along with U.S. Reps. Bobby Scott (D-VA) and Rob Wittman (R-VA) led the entire Virginia congressional delegation in sending a letter to the Office of Management and Budget (OMB) requesting a New Start designation for the Norfolk Harbor widening and deepening project in the Army Corps Work Plan. A New Start designation would allow the Norfolk Harbor project to advance to its next stage of construction and receive Army Corps funding. Currently, the project is progressing using a combination of state and local funds.

“Thanks to the cooperation between the Port of Virginia, the Norfolk District, and the rest of the Army staff, construction on the first constructible element, deepening Thimble Shoal Channel – West, began in December 2019, 18 months ahead of schedule,” wrote the members of Congress. “The next steps are to complete the Design during Construction (DDC) on the remaining elements and prepare the next segment for award and construction. In order to maintain this schedule, the project requires a New Start designation and $2.5 million for construction in the 2020 Work Plan as well as $49.4 million in the President's 2021 budget request.”

The Port of Virginia is an important commercial and economic engine for the Commonwealth, generating more than $78 million annually. In their letter to OMB, the members of Congress reiterated that the funding is critical to ensure timely completion of a two-way traffic channel to better accommodate commercial ships and vessels deploying from Naval Station Norfolk.

“As you know, one lane traffic is not sustainable at the Port of Virginia as the size of commercial vessels continues to grow. One lane traffic creates uncertainty and inefficiency for businesses and their supply chains. Additionally, as home to the world’s largest naval base – Naval Station Norfolk – the deepening and widening of Norfolk Harbor will support the critical functions of the U.S. Navy. The completion of this project will ensure the continued safe and timely passage of larger commercial and military vessels through Norfolk Harbor,” they continued. “The rapid growth of larger vessels entering maritime trade makes it essential that this project proceed as quickly as possible. The public and private non-federal interests have invested billions of dollars on land-side infrastructure and are prepared to provide their cost share to complete this crucial navigation project in a timely manner.”

In December, Sens. Warner and Kaine voted in favor of the government funding bill that included $2.5 million for the Norfolk Harbor Widening and Deepening project and critical language authorizing six Army Corps New Starts. The Army Corps will announce which projects will receive New Start designations in their Work Plan, which must be released no later than 60 days after the Energy and Water appropriations bill was signed into law.

WASHINGTON – U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) today announced $437,900 in federal funding from the Environmental Protection Agency (EPA) to help the Virginia Department of Environmental Quality (DEQ) maintain, protect, and improve the water quality of its rivers, lakes, streams, groundwater, and other waterbodies.

“We are glad to see these federal dollars go towards maintaining healthy bodies of water across Virginia and making water quality assessment data more transparent and accessible,” said the Senators.

This funding will assist the Virginia DEQ in preventing the degradation and reducing the number of impaired waterbodies in the Commonwealth. It will help create a user-friendly interface to complete water quality assessments and provide stakeholders and the general public easy access to water monitoring assessment data. It will also help establish flood probability zones based on tide records and sea level rise projections, as well as map well locations and assess potential flood risks at intervals through 2100. Additionally, it will allow the Commonwealth to develop database guidance and analytical protocols for extending analysis to other localities.

The funding was awarded through a Water Pollution Control (Section 106) grant, which provides assistance to states and interstate agencies in establishing and maintaining adequate measures for prevention and control of surface and ground water pollution from both point and nonpoint sources.

WASHINGTON – U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) sent a letter to the U.S. Department of Transportation (DOT) in support of Virginia’s joint application with Amtrak for matching funds to improve passenger rail service.

Following a recommendation by the National Surface Transportation Board to retire many existing railcars, some of which are over 40 years old, Virginia is pushing for funding under DOT’s Federal-State Partnership for State of Good Repair Program to help modernize Amtrak’s fleet and improve ride quality for Virginians. 

“Maintaining and repairing current equipment is costly in terms of both safety and efficiency. New railcars will provide safer, better, and more reliable mobility,” the Senators wrote in their letter to DOT Secretary Elaine Chao. “This funding, in conjunction with Virginia's numerous high priority passenger rail projects, will help make state-sponsored service a more reliable and pleasant transportation alternative.”

Virginia is one of 17 states and regional authorities to fund the state-sponsored Amtrak business lines of service, which account for nearly 50 percent of total Amtrak ridership nationwide. In FY2019, nearly one million individuals used the Amtrak Northeast Regional service, the highest number of riders recorded in the Commonwealth’s history. Stops along the Northeast corridor include Newport News, Norfolk, Richmond, and Roanoke.

The Commonwealth is leading efforts, not only with Amtrak but also with 16 other states, to procure new railway vehicles to replace its aging stock.  The National Surface Transportation Board has recommended that many existing railcars be retired, some of which are over 40 years old.  Maintaining and repairing current equipment is costly in terms of both safety and efficiency.  New railcars will provide safer, better, and more reliable mobility.  This funding, in conjunction with Virginia's numerous high priority passenger rail projects, will help make state-sponsored service a more reliable and pleasant transportation alternative.

Virginia is one of 17 states and regional authorities to fund the state-sponsored Amtrak business lines of service, which account for nearly 50% of total Amtrak ridership nationwide.  Currently, the Virginia Department of Rail and Public Transportation administers state funding for six daily Amtrak Northeast Regional round trips, originating in Newport News, Norfolk, Richmond, and Roanoke, connecting Virginians to stops along the Northeast Corridor.  In federal Fiscal Year 2019, over 924,000 individuals used the service - the highest number in the Commonwealth's history.  Pending award of this grant and action by the Commonwealth Transportation Board, Virginia is prepared to commit an additional $15 million in state funding and $32.5 million in Amtrak revenues to the project.

In today’s remarks, Sen. Warner recognized Virginia’s strong defense community, including the more than 14,000 men and women who support the Commonwealth’s shipbuilding industry, and applauded the more than 800 ships built by Newport News Shipbuilding since its founding in 1886.

“We are gathered today in celebration of the Kennedy’s entrance into America’s storied carrier program but also in recognition of what it took to get here. I want to commend the nearly 5,000 shipbuilders each of whom played an indispensable role in building this ship. They truly are the greatest shipbuilders in the world,” said Sen. Warner in his remarks.

The John F. Kennedy (CVN 79) is the first aircraft carrier in the Ford Class to utilize electric power, replacing many legacy steam?powered systems, and is the second aircraft carrier built by Newport News Shipbuilding named after JFK. The ship’s design will reduce necessary maintenance by 30 percent and is estimated to save the Navy more than $4 billion over the ship’s 50?year life. 

In October 2017, Sen. Warner joined Newport News Shipbuilding President Jennifer Boykin and shipbuilders on a tour of the main deck of the John F. Kennedy, which was only 60 percent complete at the time.

Sen. Warner has been a strong advocate of Virginia’s defense and shipbuilding community. He has supported a block buy of aircraft carriers, saving billions in taxpayer dollars; and pushed for robust funding for shipbuilding and ship-repair in the annual defense bill. In December 2017, Sen. Warner joined Sen. Tim Kaine (D-VA) and 15 Senators in a letter to then-Defense Secretary James Mattis to support a block buy. Earlier this week, Sen. Warner praised the Navy’s block buy of nine Virginia-class submarines that is poised to create 25,000 jobs in the region.

Thank you, President Boykin. It’s an honor to celebrate this great day for our Navy… for our Commonwealth… and for our Country.

To Ambassador Kennedy and our honored guests, allow me to welcome you to the Commonwealth.

December 7th is a somber day in our history — a reminder of both the sacrifice and courage displayed at Pearl Harbor… 78 years ago today. I think it’s fitting that we christen this great ship in honor of a man… whose legacy is defined by courage… both as a Naval Officer and as our Commander-in-Chief.

It will stand as a testament to the service members gathered here today… and the thousands more who will Serve with Courage aboard the USS John F. Kennedy for years to come.

The truth is, our aircraft carriers are the foundation of America’s stabilizing influence… in a turbulent world. Their combat capabilities can match any threat… on land… in the air… and at sea.

But these floating cities also represent unmatched humanitarian and disaster relief capabilities… empowering the Navy to exercise the compassion of the American people throughout the world.

We are gathered today in celebration… of The Kennedy’s entrance into America’s storied carrier program… but also in recognition…of what it took to get here.

I want to commend the nearly 5000 shipbuilders… each of whom played an indispensable role in building this ship.

Our shipbuilders comprise a community of nearly 14,000 Virginia workers… whose jobs are supported by the carrier industrial base. They represent the greatness of America’s manufacturing potential… and a long, proud tradition of skilled shipbuilders here in Virginia. They truly are the greatest shipbuilders in the world.

So much of our Naval history has been written here in Hampton Roads. And the more than 800 ships built by Newport News Shipbuilding define a significant part of that history.

And with the contract signed just this week… to block-buy nine new Virginia-Class submarines… this shipbuilding tradition will continue here in Newport News… sustaining thousands of good-paying jobs for years to come.

Smart investments in our military readiness… and strong, consistent funding for our nation’s shipbuilding base are absolutely critical:

…for advancing our national security

…for sustaining American manufacturing jobs

… and for strengthening communities like Hampton Roads that make it all possible.

WASHINGTON, DC – Today, U.S. Senators Rob Portman (R-OH), Mark Warner (D-VA), Lamar Alexander (R-TN), and Angus King (I-ME) announced the Senate Energy and Natural Resources Committee has approved their bipartisan Restore Our Parks Act, legislation that would address the nearly $12 billion deferred maintenance backlog at the National Park Service (NPS). The bill, which has been praised by key stakeholders, would establish the “National Park Service Legacy Restoration Fund” from existing unobligated revenues the government receives from on and offshore energy development to fund deferred maintenance projects at NPS sites across the country.  Congressman Rob Bishop (R-UT) and Derek Kilmer (D-WA) have led similar legislation in the House of Representatives. The legislation now awaits action on the Senate floor.

“If we want to protect our national treasures for our children and future generations, we must make important investments before it’s too late,” Warner said. “National parks are not only instrumental in telling America’s story, they also serve as important economic engines that support thousands of jobs in communities across the country. In fact, the 22.2 million visitors who explored Virginia’s national parks last year spent an estimated $1.1 billion, supporting more than 16,000 thousand jobs. Today’s committee passage of the Restore Our Parks Act is a big first step in investing in our communities and funding the critical renovations our parks require.”

“For more than a century, the National Park Service has been inspiring Americans to explore the natural beauty of our country,”Portman said. “But in order to keep that work going, we need to ensure that they have the necessary resources to maintain our national parks. This bill will create the Legacy Restoration Fund to provide the National Park Service with funds for deferred maintenance projects like the more than $100 million in maintenance backlog at Ohio’s eight national parks. I’d like to thank Senators Warner, Alexander, and King as well as the cosponsors of his legislation for their leadership on this issue and I look forward to working with my Senate colleagues to get this legislation signed into law so that the National Park Service can continue preserving American treasures.” 

“This legislation could do more to restore our national parks than anything that has happened in the last half century, and the reason we need to restore them is so Americans can enjoy the 419 sites – from the National Mall in Washington, D.C., to the Great Smoky Mountains National Park to the Grand Canyon – for generations to come,” said Alexander. 

“Today’s committee vote represents an important, bipartisan step towards establishing lasting protections for our National Parks, and preserving these treasures for our children and grandchildren,” said King. “From Acadia to Zion, the National Park System captures America’s diverse natural beauty and is a proud reminder of our country’s dedication to preserving public land for all its citizens. NOTE: The Restore Our Parks Act would establish the “National Park Service Legacy Restoration Fund” to reduce the maintenance backlog by allocating existing revenues the government receives from on and offshore energy development. This funding would come from 50 percent of all revenues that are not otherwise allocated and deposited into the General Treasury not to exceed $1.3 billion each year for the next five years.

WASHINGTON – U.S. Sen. Mark R. Warner (D-VA) today applauded the inclusion of the Aeronautics Innovation Act – legislation he introduced to help boost aeronautics industry innovation, research and development – in the NASA Authorization Act that was approved today by the Senate Committee on Commerce, Science & Transportation. The NASA funding bill, led by Commerce Committee leaders Sens. Ted Cruz (R-TX), Kyrsten Sinema (D-AZ), Roger Wicker (R-MS), and Maria Cantwell (D-WA), would provide the National Aeronautics and Space Administration (NASA) the clear direction needed to advance the nation’s space initiatives and investments and assert the United States’ global leadership in the final frontier.

“If we want to lead the way in aeronautics innovation, we have to make decisive investments in long-term research and development,” said Sen. Warner. “I applaud my colleagues on the Commerce Committee for including key provisions of my Aeronautics Innovation Act into this year’s NASA funding bill and for their work in getting this through the committee. These provisions will help secure our nation’s standing as the leader in cutting-edge aeronautics innovation and technology.”

Earlier this year, Sens. Warner and Jerry Moran (R-KS), co-chairs of the Senate Aerospace Caucus, reintroduced the Aeronautics Innovation Act to provide a five-year funding commitment to advance innovation and supplement research in the aeronautics industry.

In 2017, the U.S. aerospace and defense industry produced approximately 2.4 million jobs and generated $865 billion in economic output. However, without the proper strategy and investment, the U.S. risks falling behind other industrialized nations in developing and advancing the next generation of aircraft. Forecasts estimate that the world’s demand for passenger aircraft fleet above 100 seats will double over the next 20 years, generating between 35,000 and 40,000 new plane orders, which will be worth more than $5 trillion by 2035.

In addition to advancing aeronautics industry innovation, research and development, the NASA Authorization Act of 2019 would:

  • Authorize NASA to reimburse the Town of Chincoteague for the purchase and installation of new production wells to replace contaminated wells located on NASA Wallops Flight Facility property.
  • Support NASA’s human spaceflight and exploration efforts to return American astronauts to the Moon and prepare for future journeys to Mars.
  • Extend authorization for the International Space Station through 2030 and direct NASA to take steps to grow the “space economy.”
  • Require the United States to maintain a continuous human presence in low-Earth orbit through and beyond the useful life of the International Space Station (ISS).
  • Support NASA’s leadership in coordinating the development of next generation spacesuits.
  • Leverage private sector investment to bolster human space exploration.
  • Authorize NASA's Enhanced Use Leasing (EUL) authority. EUL allows companies to lease vacant or underutilized buildings owned by NASA with lease proceeds helping to fund capital improvements at the NASA centers.
  • Provide rapid acquisition authorities similar to those that have proven successful at the Department of Defense and other agencies.
  • Direct NASA to maintain and upgrade irreplaceable rocket launch and test infrastructure. 
  • Support vital life and physical science research to ensure that humans can live in deep space safely.
  • Direct NASA to improve upon its planetary defense measures in order to protect Earth from asteroids and other near-Earth objects.
  • Affirm NASA’s commitment to aeronautics research by supporting a robust X-plane program as well as work on efficient propulsion concepts and advanced composites.
  • Support NASA’s STEM education and workforce efforts.

Last week, the President signed into law a bill introduced by Sens. Warner and Tim Kaine (D-VA) to award the Congressional Gold Medical to four African-American women scientists for their work at NASA Langley.

WASHINGTON, D.C. – Today, bipartisan legislation cosponsored by U.S. Senators Mark R. Warner and Tim Kaine to award four African-American women scientists the Congressional Gold Medal for their work at NASA Langley was signed into law by President Trump. The award distinguishes Katherine Johnson, Dr. Christine Darden, Dorothy Vaughan, and Mary Jackson, posthumously awarding the medal to the latter two. It serves to commend these women for their contributions to NASA’s success during the Space Race and highlight their broader impact on society — paving the way for women, especially women of color, in science, technology, engineering, and mathematics.

“We are thrilled that these four trailblazers are being recognized with this honor,” the Senators said. “Their engineering and calculations were essential to our nation’s success in the Space Race, but for too long, they didn’t receive the acknowledgment they deserve.”

The Congressional Gold Medal is the highest civilian award in the U.S. It is awarded to those who have performed an achievement that has had an impact on American history and culture that is likely to be recognized in the recipient’s field for years to come.

The Hidden Figures Congressional Gold Medal Act will honor:

  • Katherine Johnson, who calculated trajectories for multiple NASA space missions including the first human spaceflight by an American, Alan Shepard’s Freedom 7 mission. She also calculated trajectories for John Glenn’s Friendship 7 mission to orbit the earth. During her time at NASA, she became the first woman recognized as an author of a report from the Flight Research Division.
  • Dorothy Vaughan, who led the West Area Computing unit for nine years as the first African American supervisor at National Advisory Committee for Aeronautics (NACA), which later became NASA. She later became an expert programmer in FORTRAN as a part of NASA’s Analysis and Computation Division.
  • Mary Jackson, who petitioned the City of Hampton to allow her to take graduate-level courses in math and physics at night at the all-white Hampton High School in order to become an engineer at NASA. She was the first female African-American engineer at the agency. Later in her career, she worked to improve the prospects of NASA’s female mathematicians, engineers, and scientists as Langley’s Federal Women’s Program Manager.
  • Dr. Christine Darden, who became an engineer at NASA 16 years after Mary Jackson. She worked to revolutionize aeronautic design, wrote over 50 articles on aeronautics design, and became the first African-American person of any gender to be promoted into the Senior Executive Service at Langley.

The lives and careers of Katherine Johnson, Dorothy Vaughan, Mary Jackson, and Christine Darden were featured in the book Hidden Figures: The American Dream and the Untold Story of the Black Women Mathematicians Who Helped Win the Space Race, by Margot Lee Shetterly. That book was adapted into the 2016 film Hidden Figures, which the Senators showed at a Capitol Hill screening for hundreds of Virginia students in 2017. In addition, Sens. Warner & Kaine honored Johnson, Vaughan, and Jackson by acknowledging their achievements in an official statement that was enshrined in the Congressional Record.
