“I was disappointed last week when Republican leaders abruptly backtracked on a promise to hold a full and open debate on the Keystone bill. I was unable to vote today because currently I am traveling with the President in India. I would have opposed cloture at this point. I hope Republicans will recommit to the open amendment process that they promised so the Senate can conclude consideration of this important legislation.”
