Senator Warner has spoken out against the decision, which could affect thousands Virginians who work in the Hampton Roads region.
"This Navy decision does not make sense from either a fiscal or a national security perspective, and there is no need to rush this through in the final hours of a departing administration," he said.
He added: "Virginia has always played a key role in supporting our nation's defense, and we have a strong record of being supportive of our military men and women, their families, and our military veterans.
"We will continue to marshal our strong arguments against this decision, and I will work with members of the Virginia congressional delegation to make Virginia's strong case to the new administration for maintaining Norfolk as the East Coast homeport of the Navy carrier fleet."
