FY2023 Congressionally Directed Spending

Chairman Leahy announced the Senate Appropriations Committee would accept requests for congressionally directed spending (CDS) for Fiscal Year 2023. Congressionally directed spending requests must adhere to the existing requirements in Rule XLIV of the Standing Rules of the Senate and with additional reforms instated by Chairman Leahy. Chairman Leahy’s reforms limited the scope of the FY23 CDS process. The Senate Appropriations Committee restricted the number of accounts eligible for congressionally directed spending. Additionally, congressionally directed spending will be capped at one percent of all discretionary spending. 

Senator Warner’s application for requests closed on April 13, 2022. All of Senator Warner’s FY23 CDS requests will be posted below by June 13, 2022. Submission of a request to the committee does not guarantee funding.
